4. Aims and objectives
4.1 Policy Statement
4.2 B3Living has a duty of care to ensure that its employees, residents and visitors can use its buildings and facilities safely. This extends to ensuring that residents and visitors are safe from risks associated with lifts in buildings that we own and manage.
4.3 This policy sets out the arrangements that B3Living have put in place to manage and control lift safety.
4.4 The lift procedure sets out the roles and responsibilities within B3Living for managing lift safety.
4.5 The Health and Safety at Work etc. Act 1974 places specific duties on employers to ensure the health, safety and welfare of employees as well as the health and safety of other persons who may be affected by their work activities.
4.6 Under the Management of Health and Safety at Work Regulations 1999 employers must assess significant risk to the health and safety of both employees and other persons who may be affected their work activities.
4.7 The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) set out the duties of those who own, operate or control lifts and the requirement for a statutory thorough examination and record keeping.
4.8 B3Living will comply with its duties for repairs and maintenance set out in the Landlord and Tenant Act 1985 and the Housing Acts 1985 and 1988.
4.9 The Lifts Regulations 1997 as amended by the Supply of Machinery (Safety) Regulations 2008 as amended by the Supply of Machinery (Safety) Regulations 2011, set out the duties of manufacturers to supply machinery that meets all relevant essential health and safety requirements.
4.10 The Provision and Use of Work Equipment Regulations 1998.
4.11 B3Living will comply with all relevant British and International Standards.
4.12 We require our contractors to abide by all relevant legislation and technical guidance.
4.13 We will ensure that all our lift installations are regularly examined by appropriately qualified operatives in accordance with the law and receive repair and maintenance as required.
4.14 In this regard:
► All passenger lifts and platform lifts will be subject to monthly routine servicing and maintenance. Stairlifts in common areas will be serviced quarterly.
► All passenger lifts will be subject to 6 monthly and 12 monthly LOLER inspections, and platform lifts and stairlifts in common areas will be subject to 6 monthly LOLER inspections.
4.15 B3Living will in line with the LOLER Regulations ensure that lifts supplied in properties are of adequate strength and stability and makes adequate provision for the safety of its users. We will only install lifts that meet the requirements set out in the Lift Regulations 1997.
4.16 We will maintain all lift installations in efficient working order and in good repair. We will arrange maintenance and specified safety checks by trained competent persons.
4.17 We will keep records of these examinations for two years and ensure that a written scheme for inspection is available for each lift.
4.18 Asset Data
4.19 All lift installations have a unique identifier. We will keep records of the following details about each lift; age and condition, plant details including manufacturer, model, serial number, size/rating etc., lifecycle replacement cost.
4.20 Details of each lift and date for servicing and insurance inspections will be kept up to date.
4.21 External Auditing
4.22 We will continue to engage an independent engineering company to provide an external audit role on the lift maintenance contractor.
4.23 New Build Developments
4.23.1 All new build homes will be handed over by the Development Team with the appropriate lift test and commissioning certificates.
4.23.2 Lifts in new build developments will be specified to ensure high life expectancy and be from a reputable manufacturer with certainty over future sourcing of replacement parts and open-protocol software.
